艹 is the grass radical, a simplified form of 艸, and usually sits across the top as くさかんむり. It often marks plant names here, such as 茜 (madder), 莉 (jasmine), and 蕗 (butterbur); 莞 can also mean “smiling,” so the radical does not explain every sense.
