罒 is called あみがしら and usually sits above or around the rest of a character; its older form is 网, a net. The connection is clearest in 罰 “punishment” and 罷 “withdraw,” but in 羅 “gauze; arrange” the net image is historical rather than a guide to every modern meaning.
